About this contract
North of England Commissioning Support are working for and on behalf of NHS England - North (Yorkshire and Humber) who wish to commission a Referral Management Service (RMS) to manage the appropriate clinical demand and allocation of referrals initially for oral surgery services, Levels 2 and 3, across West Yorkshire excluding non-elective referrals and those referrals where the General Dental Practitioner suspects a malignancy. NHS England reserves the right to request expansion of this service in the future. NHS England accepts that any future expansion would be subject to negotiation, however, the successful RMS provider must be able to demonstrate that their systems and processes are capable of expansion, e.g. to manage referrals for additional specialties and over wider a wider geography. The RMS will enhance the patient care pathway and will work closely with relevant clinical networks, commissioners and providers to ensure appropriate, timely, effective and safe dental treatment to the local population. Commissioners are seeking bids providing innovative service models and solutions, which will enhance and complement the clinical pathways, whilst supporting the transition to a paperless NHS. Draft regulation 118 provides that the LTR will only apply to the procurement ("commissioning") of health services for the purposes of the NHS from 18 April 2016. The basic principles of the Open Procedure will be followed to commission the service thus ensuring a fair, open and transparent process in accordance with NHS (Procurement, Patient Choice and Competition) (No. 2) Regulations 2013. The Invitation to Tender (ITT) and supporting documents are available for all services to download through In-Tend who are the managed service provider for the NECS e-tendering portal. NECS is utilising an electronic tendering tool to manage this procurement and communicate with potential providers. Accordingly, there will be no hard copy documents issued to potential providers and all communications with NECS, including your submission, will be conducted via the portal - https://In-tendhost.co.uk/necs hosted by In-tend, the managed service provider for the NECS e-tendering system. It is free to register on the portal, and it can be accessed at any time of day.
