About this contract

Ealing Council is the Lead Authority and is procuring Work and Health Programme (WHP) services on behalf of itself and the London Boroughs of Barnet, Brent, Ealing, Hammersmith & Fulham, Harrow, Hillingdon and Hounslow (Participating Authorities). The intention of the WHP services is to support individuals with a disability, who are long term unemployed and some early access groups to find and sustain work. WHP shall replace the services provided under Work Choice and Work Programme. The aim in addition to helping individuals to find work is to integrate WHP with local services and health provisions so the service users receive co-ordinated, holistic support to improve their health and wellbeing, and support the principle of localism by ensuring that it meets local priorities and reflects local needs. The draft specification for the services is included in the Procurement Documents. Additional information: The Lead Authority is procuring the WHP services on behalf of itself and the Authorities named in II.1.4.The Lead Authority reserves the right to award contracts to 1 or 2 providers with each provider being given a share of the caseload with individual referrals going to each provider. The decision whether to award to1 or 2 providers will be made before the issue of the Invitation to Submit Final Tenders. The Services are social services governed by Section 7 Chapter 3 PCR 2015. The procedure adopted is detailed in the tender documentation and follows a procedure similar to the Competitive Dialogue Procedure. The Authorities are free to determine the procedure used. Details of the procurement process are set out in the draft Procurement Documents The estimated value of the contract is between £16,000,000 to £45,000,000. The higher value includes potential to extend the contract for 2 years and the ESF which is not guaranteed, see Procurement Documents for more details on the ESF.
