The Council may use the negotiation procedure to improve applicants' initial submissions and may also be used to reduce the number of applicants invited to submit a best and final offer.During any possible negotiation stage, the procurement exercise will also consider variant bids which may ultimately prove to be a best fitting solution for the Council.
