The contract covers the scope for the provision of all catering services within the schools, which also includes all hospitality and free issue requirements. The duration of the contract being offered is for an initial three-year period, with the potential to extend for a further two 12-month periods. This extension will be granted by mutual consent and on the same terms and conditions as the original contract without the right to further extend beyond the full five years. The contract will commence on 01 September 2024 for the majority of the Schools, however, there are 5 Schools whose contract commencement date will be 01 August 2024: Alverton Primary School, Pendeen School, Perranporth CP School, Sennen Primary School and St Erth School. The contract being offered within this tender will be on a guaranteed performance basis, with an expected profit share of any betterment to the agreed budget. While the Trust will be the principal contracting authority, each School will have its own individual budget for performance analysis and reconciliation. Currently, the catering services across each of these Schools are outsourced and TUPE is expected to apply. It is anticipated that a number of employees are members of the Local Government Pension Scheme (LGPS) and therefore the successful contractor will be expected to gain Admitted Body Status (ABS) in order to continue contributing to the scheme. Across the Primary Schools, there is a mixture of production kitchens and delivered services which the successful Contractor will be expected to support through the provision of transportation and staffing. As part of strategic planning, there will be the need to continually assess the ongoing commercial viability of the Primary Schools with onsite catering provisions throughout the contract term. The Trust is seeking a suitably experienced Contractor who is able to evidence operating within Secondary and Primary Schools with varying requirements, as well as large Multi Academy Trusts to achieve strategic goals. The successful contractor will already have or need to develop a strong operational base within Cornwall, thus allowing for both adequate contract support and operational flexibility that is to be delivered to support the contract as on a daily basis.
