About this contract

St Helens Council (Employer) is seeking companies registered with National Highway Sector Schemes 12A/B, 12C and 12D to provide signing, lighting, coning and guarding (traffic management) of physical works on the highway carried out by the Council and their appointed contractors. Traffic management is to the requirements of Safety at Street Works and Road Works Code of Practice Oct 2013 and Chapter 8 of the Traffic Signs Manual where the Code of Practice does not apply. Bidders must have traffic management as their core business but may also be able to provide ancillary services. Bidders whose core business is not traffic management but have the mandatory NHSS scheme accreditation will not be considered. The type of work is not limited to highway engineering operations but includes the Council's street cleaning, lighting, grounds maintenance, drainage operations and other activities. Traffic management in response to some emergency incidents may also be needed. The Council proposes to manage its statutory responsibility by awarding a Framework Contract to a number of competent traffic management contractors who will design, install, maintain and remove temporary traffic management measures. Companies working towards NHSS 12A/B, 12C and 12D accreditation can still bid but if not registered by 30 June 2019 will be removed from the framework. Task Orders will not be issued until the organisation is registered to all three schemes. The contract is a Framework and runs for an initial service period of two years from 1 April 2019 until 31 March 2021 with an option for two 12 month extension periods subject to review before the end of each period. There is an option for other named Authorities to join during the term of the contract.
