About this contract
reviewing the environmental risk assessment for biopesticides and 'low risk'/naturally occuring pesticides (see section 2 for background). The contractor will need to produce a report reviewing the existing guidance available (e.g. GB, EU, US EPA and 'around the World') along with the appropriate data requirements. There are also OECD working groups considering biopesticides. The report should then propose a viable method for risk assessment of biopesticides/naturally occuring/"low risk" substances considering potential obstacles/gaps in existing guidance (see section 2 noting the list is not exhaustive). It should include reference to potential protection goals (i.e. the magnitude and frequency of effects that are acceptable (and why it is acceptable) as well as the degree of uncertainty that is also acceptable. The report must be relevent to the United Kingdom. The final report should be of sufficient quality and suitable for publication as a standalone report in the Defra Scientific Series Defra, UK - Science Search. the final report completed and presented to HSE CRD before 31st March 2023. CRD staff will co-ordinate the project work and will typically be available Monday to Friday 9 am to 5pm and can be contacted by email. Any potential conflicts of interest should also be declared e.g. links to the pesticide industry. Experience researching effects of pesticides on non-target organisms and assessing such risks is required. Specifically experience researching biopesticides, including biocontrol using living organisms, plant-derived pesticide products and crop management products using naturally occuring elements / compounds such as copper, iron and sulphur. This may be via previous research, peer-reviewed scientific journal publications and / or previous tender securement; experience of conducting pesticide risk assessments or defining protection goals would be desirable in particular for biologicals and low risk pesticides. As part of the tender response please provide brief CV's outlining the experience of the individual(s) that will be undertaking the work and a list of their relevent publications. Please provide the proposed scope of your work (plan/objectives). As an example this could include but not be limited to: • Summary of the current biopesticide and "low risk"/naturally occurring compound risk assessment from a GB perspective • List of other global biopesticide and "low risk" naturally occurring compound risk assessment approaches to be reviewed • List of resources / data bases that will be accessed to gather and review the biopesticide and "low risk" naturally occurring compound risk assessment approaches • Summary of how the review will be used to build on the current GB risk assessment approach in order to make it more robust and cover current shortfalls i.e. provisions of options, demonstrating the pros and cons of each option, evidence based justification to determine the preferred option.
