About this contract
Manchester City Council currently has an outsourced contract for the provision of valuation and property services and is looking to re-tender these services a period of up to 7 years (5 year contract with a potential 2 years extension). Objectives for New Contract 1.1 The aim of outsourcing the services contained within the tender specification is to assist the Council in providing a high quality, cost effective and professional property service. This will be achieved by meeting the following objectives: ? to support the work of Strategic Development in delivering the growth and place making agenda ? to increase the Council?s rental income and secure the long term capital appreciation of the investment ? to generate capital receipts from the disposal of land and property ? to assist the Council in managing its operational estate Services Required 1.2 The Contract will comprise a mixture of services covered by a fixed annual fee (core services) and work that is commissioned in line with fixed or agreed hourly rates (commissioned services). A brief description of what is covered by the core and non core work is set out below. Core services 1.3 Management of the Investment estate, including regular inspections, tenant liaison, specifying and managing repairs and maintenance and any other general management issues required to ensure the efficient operation of the estate. Commissioned services 1.4 There are four main areas of commissioned work the Contractor will be expected to provide: Professional and technical work including valuations, acquisitions and disposals, building condition surveys, specification, management of repair and building works, investment reports Rating advice Negotiation and completion of rent reviews, landlord consents, new leases, lease re-gears, easements, wayleaves and licences Asset valuations of the operational and investment estate and HRA valuations 1.5 Exclusivity of the core work to the Contractor will be dependent upon the maintenance of satisfactory levels of capacity, capability and performance, which will be monitored in accordance with the performance measures and KPIs set out in section 6 of this tender specification. 1.6 Some core work will be ordered as a block at specific times in the year. This will include rent reviews and lease renewals. Additional information: The Council is using the e-business portal known as THE CHEST www.the-chest.org.uk to conduct the procurement exercise. To gain access to the invitation to tender, tenderers will need to register their company details at the above website. Once registered, tenderers will be emailed a log-in and password which will allow them to gain access to the invitation to tender documents. Tenderers will need to electronically submit their completed tender and accompanying documentation via the CHEST on-line portal by 17.00 hours on the 8th June 2016, as referred to in IV.3.4. Any supplier questions queries will also need to be submitted via THE CHEST website. .
