About this contract
The requirement is for the supply and installation of the following equipment which may be offered in one lot or divided into two lots as follows: Possible Lot 1 2 (Two) x full mission crane simulators (fixed &/or mobile platform) Possible Lot 1 6 (Six) x desktop part task Possible Lot 2 1 (One) x full mission reach stacker 2 (Two) x reach stacker desktop 1 (One) x roll on roll off tug It is possible during the procurement and installation of this equipment that if, subject to business need, a third full mission crane simulator is required. You will (at the appropriate stage) be asked to provide an optional price for the third model. At the pricing stage you will also be required to provide costs for the full mission simulators to have fixed and motion platforms. It is planned for the simulator models to be located on the ground floor of the building which has substantial concrete footings and flooring. You will be required to identify in your final submission of any additional flooring that is required to be placed on the concrete to prevent any disturbance of the user experience. The classroom desktop sessions are likely to be on the first floor mezzanine level which is due to be constructed. Also during the pricing stage you will be required to identify minimum operating temperatures for all of the equipment. It is likely that the hanger location of the simulators will have temperatures falling below +150C (590F) and as such you will be required in your final submission to advise on any design suggestions to overcome any drop in temperature. Attached with this tender document is the existing floor plan layout of the hanger section of the building. Additional information: Modal has purchased a series of equipment for the simulator suites from Kongsberg Maritime which consists of; • Full mission bridge simulator 3600 • Class B bridge simulator • Class B bridge simulator with extended viewing • Class C desktop simulator for basic DP It is desirable that your proposed product is able to demonstrate links and integrate with your proposed solution on the above equipment in order that the training provided is fully involved and functioning as well providing stand-alone training. At section H is a system requirements document with a specification of the products required. You are NOT required to complete and return this as part of the PQQ stage. This document will be required to be completed and returned as part of the Invitation to Tender stage if your company is selected to participate. The standards as laid out in Section H system requirements are the minimum standards that are accepted as appropriate training simulators. Modal will be aligning its training to meet the OMHEC (Offshore Mechanical Handling Equipment committee) Training Standards. By meeting these minimum standards Modal Training can be confident of meeting industry best practice. Payment terms: The Group will require payment terms identifying as part of the Invitation to Tender (ITT) stage and should not be stated at this initial stage. Delivery timescales – Installation during July and to be completed by end August 2016. Please advise in your PQQ submission your delivery lead in times for this project. Procurement Process From the initial PQQ returns the top scoring five companies will be invited to tender who can meet the delivery/installation deadlines. The Group reserves the right following the initial returns and scoring of the ITT to request the right to visit a site to view the proposed equipment in use preferably already in operational use at a site in the UK/Ireland or Europe. The purpose of the visit will be to validate the initial scoring of the system requirements document.
