About this contract
The Energy House 2.0 project is a major initiative at the University of Salford and will see the construction of a unique laboratory capable of whole building energy performance testing under controlled conditions. The total project cost is circa £16m and it is part funded by the European Regional Development Fund (ERDF) and the Office for Students. Although the majority of the funding is dedicated to the capital construction (and associated fees), however there is circa £2m of revenue funding to cover overall project management and a significant outreach and engagement programme with local SMEs. The aim of this programme is to support companies in developing low carbon/energy efficient technologies and products suitable for buildings. The commercialisation of these products is expected to lead to carbon emissions savings. The University of Salford is seeking a suitably qualified independent evaluator to undertake a summative assessment of the project. The basis for this Invitation to Tender specification is the Summative Assessment Plan which has been developed by the University of Salford in accordance with the guidelines contained in 'ERDF Summative Assessment Guidance ESIF-GN-1-033 V3 10 April 2019.'
