About this contract

NHS Southend Clinical Commissioning Group, NHS Castle Point and Rochford Clinical Commissioning Group and Southend-on-Sea Borough Council ('the Contracting Authorities') invite suitably qualified service providers to tender for a South-east Essex Mental Health Wellbeing and Crisis Café Service. The intention is to formally procure this new community resource to be operational from 1st November 2019 for a period of 54 months plus the option to extend for a further 24 months. There are two elements to this Service, both of which are recovery focused and seek to address mental health inequalities by working with more complex people within the system, enabling and empowering people to lead their own recovery and create peer support opportunities as well as sign posting people to the right community or clinical support. The proposed service model will combine two elements, a daytime wellbeing hub and an evening crisis cafe. Funding for the Mental Health Wellbeing hub is available from 1st November 2019. The crisis café element will have a staggered start date, with funding released in April 2020 for this part of the provision. Bidders will be required to ensure this is reflected in their Service Delivery Proposals and Commercial Offer. Additional information: The Services to which this Procurement relates fall within Schedule 3 of the Public Contracts Regulations2015 (the "Regulations"). As such, the procurement of the Services is being run as a bespoke, two stage process akin to the restricted procedure. The Contracting Authority does not intend to hold itself bound by any of the Regulations, save those applicable to Schedule 3 Services.
