About this contract
We wish to invite bids from suitably qualified and experienced organisations/individuals to evaluate two separate programmes that are both funded using Social Impact Bonds (SIBs), as part of the Life Chances Fund (Social Impact Bonds - GOV.UK (www.gov.uk)). The two programmes are: - The Big Fostering Partnership (BFP), which involves providing specialist fostering arrangements for children and young people previously living in residential care, to enable them to live and thrive in a family environment. - The Intensive Family Support Service (IFSS), which supports families, where drug/alcohol use is a factor, who are engaged with child safeguarding services to improve parenting and reduce risks. Other than being funded through SIBs, the two programmes are distinct, with individual specifications and will require different evaluation methodologies. However, we wish to commission one body to evaluate both projects under a single contract.
