About this contract

Wirral Council has a strong track record of providing affordable warmth solutions to residents in the Borough, brought together under Warmer Wirral. It has had several Affordable Warmth Strategies since the first one was published in 2004, committing the Council to assist in the reduction of fuel poverty in line with Government targets. Wirral Council produced its 2013 HECA Further Report and the recent 2015 progress report, both of which can be viewed on the Council website here. To further both HECA and Affordable Warmth and to reduce the impact of cold, damp homes on the health of residents, Wirral Council requires a supplier to deliver support to fuel poor households in four Lower Super Output Areas (LSOAs) in the Borough which are the focus of selective licensing of the private rented sector (see Appendix 1 for location map). Wirral Council is part of the Liverpool City Region Viridis Partnership which during 2015-16 will be procuring a free-phone telephone advice line for energy efficiency and fuel poverty-related advice. All activity delivered as part of this tender should promote this advice line as a single source of information for Wirral households.
