About this contract
SHINE has been commissioned to address the seasonal health and wellbeing inequalities caused by cold homes and excess summer heat. The service will consist of a Referral Hub, Energy Advice Line and a Home Visiting Service for vulnerable residents. The Referral Hub will provide a single gateway to a range of interventions related to affordable warmth, health and wellbeing, income maximisation and home safety and security measures. The service will also provide one to one support for a limited number of residents to resolve complex energy and water related issues such as debt or billing disputes. The Energy Advice Line will provide advice and assistance on energy efficiency, green living and fuel poverty related issues. The Home Visiting service will be available to vulnerable households and provide face to face advice and the fitting of low cost energy savings measures for the home. The available budget for this service is £65,000 per year and the contract term will be a maximum of 4 years, subject to the agreement of contract extensions for year three and four based on satisfactory performance and available funding. The Council will be carrying out an open tender process, whereby bidders will be required to complete and a Supplier Questionnaire (SQ) and Invitation to Tender (ITT) at the same time.
