Prior Information Notice (PIN) for an external food procurement organisation Overview Leeds Beckett University is seeking to appoint an external food procurement organisation to purchase food, beverages and associated consumables and related products. This will support the University’s Food Services strategy and operational requirements, including: • Driving the best price and quality • Developing supplier and customer relationships • Ensuring robust control measures are in place • Ensuring compliance with the Public Contracts Regulations 2015, food legislation and regulations • Supporting the Food Services team to achieve its budgets • Process efficiencies Food Services The University’s Food Services facility is provided in house via the CARES Team (Campus and Residential Services). We have 2 food courts across 2 university campuses offering a full range of consumer offers throughout the day. In addition to the food courts we manage and operate 4 retail outlets across the University and 3 coffee shops. To complete the portfolio, CARES provide internal and external hospitality Food Services for staff and visitors to the University. Early 2017 will see the introduction of an independent conference facility to our portfolio. For further detail of our current food offering please visit http://www.leedsbeckett.ac.uk/foodcourt/index.htm Current procurement arrangements Food Services procurement is currently provided by the central Procurement Team who set up contracts through a combination of tendering and the utilisation of consortia agreements. Current Food Services contracts include meat, fruit and vegetables, bread, cakes, coffee, confectionery, sandwiches, fish, vending, groceries, frozen products, catering disposables and catering equipment. We currently spend approx. £1.8m per annum on Food Services contracts. Service requirements Leeds Beckett University is keen to explore the opportunity to use specialist food procurement organisation(s) to support the Procurement and Food Services teams. This may involve completing tendering exercises, managing the supply chain, advising on processes and systems and contract management. We are keen to explore how this service might operate and gain an appreciation of successes, benefits, limitations and lessons learned. Further information Leeds Beckett University is keen to encourage interest in this contract and will be holding a supplier briefing day on Friday 16th September 2016 to provide interested parties with an overview of our requirements and a tour of Food Services facilities. This will be followed with an opportunity to attend an individual session with the team for further discussion, on 27th or 30th September 2016.
