About this contract

PHE supports the development of a life course approach to substance misuse prevention. In order to facilitate this, a review is required to provide guidance to local authorities specifically about commissioning responses for young people who have developed sufficiently serious problems with drugs or alcohol that they require specialist substance misuse interventions. The supplier will be required to conduct the review and then produce a report for local authorities on good practice for commissioning and providing specialist substance misuse services for children and young people. It will also help to build the evidence base for PHE on effective approaches to commissioning and service delivery and to understand the levers and barriers to support both delivery of better services and improvements in commissioning.
