The Office for Standards in Education, Children's Services and Skills (Ofsted) is pleased to invite you to submit a formal tender submission to become Ofsted's Regulatory Case Management Solution (RCMS) supplier. Ofsted has previously published a Prior Information Notice relating to this requirement: Publication reference: 2023/S 000-014981 We are seeking to procure a Regulatory Case Management Solution (RCMS) that enables us to be an effective right touch regulator and force for improvement, always making best use of data and insights to promote high standards of care and act on risk to keep children safer. Having completed pre-market engagement, we are considering both a configurable platform or a finished commercial off-the-shelf product. The Contract Term will be for an initial 5-year period with the option to extend for up to a further 10 years subject to the agreement of both parties. The option to extend the contract will be solely at Ofsted's discretion and will be subject to satisfactory supplier performance, government approval and availability of funding. Potential Suppliers should not make any assumption that Ofsted will exercise its discretion to extend the contract for any specific period (for example, for 5 years at a time) or at all. The 5-year contract period will include an initial "partnering" phase followed by a design phase, which will both be used to determine whether Ofsted wishes to continue with the remaining term of the contract or activate a pause or contract break. Should Ofsted wish to continue beyond these initial phases, a subsequent build, configuration and implementation phase will precede the commencement of the live service. We are carrying out this exercise using the Competitive Procedure with Negotiation process. Ofsted reserves the right to:  award this contract on the basis of the initial tender without negotiation  negotiate in successive stages in order to reduce the number of tenders to be negotiated by applying the award criteria specified in the ITT.Value not published
