About this contract
The Royal Borough of Kensington and Chelsea (RBKC) is seeking to procure and award a concession contract for the management of the Council's leisure centres. This contract will include operational management and elements of building and equipment maintenance. The principal sites in the Leisure portfolio are Kensington Leisure Centre and Chelsea Sports Centre. The provision of Sports Development activities is also within the contract. The intention is to procure a sovereign contract for the Royal Borough of Kensington and Chelsea (RBKC) to commence on the 1st April 2019, however this procurement is being run in parallel with a related procurement in the neighbouring London borough of Hammersmith & Fulham using the same Selection Questionnaire document and project-specific questions, and the same award criteria. Therefore, while the two procurements are being run separately, they have the same start date and there is the potential for submitting the same SQ response and similar method statements for both contracts. The Sport England standard form of contract will be used in both cases. Directive 2014/23/EU on the award of concessions contracts was transposed into UK law by the Concession Contracts Regulations 2016 (SI 2016/273). Under these Regulations, there is little prescription as to the procurement procedure to be followed beyond placing this Notice. RBKC has elected to adopt a procedure similar to the Competitive Procedure with Negotiation as set out in Reg. 29 of the Public Contracts Regulations 2015 (SI 2015/102), however the Council will not be following every element of this. The indicative timetable indicating the expected procedural stages is set out in the Descriptive Document forming part of the procurement documents available from www.capitalesourcing.com.
