About this contract
Tender are invited for the provision of a Street Scene Cleaning Service for Taunton Deane Borough Council and West Somerset Council. The Contract is expected to be for an initial term of 8 years commencing on 3rd October 2016. The Contract will contain provision to extend this initial term by a further 4 years until 30th September 2028 depending on the Contractors performance against the contractual KPI's. This procurement is being administered by Taunton Deane Borough Council on behalf of both Councils under the Joint Management and Shared Service program (JMASS) governance that exists between the two organisations. The Contracting Authorities are Taunton Deane Borough Council (TDBC) and West Somerset Council (WSC) (the ?Customers?). Subsequent Contracts will be awarded independently by each Council. The Contractor will provide a Cleansing service in the Customers Borough/District area for all Streets, surface car parks and other public areas where the Customers have a responsibility, an interest or statutory duty. The Contractor will routinely inspect and Cleanse the Streets and other public areas that are included in this Contract. The work includes but is not limited to the following: For clarity the requirements of WSC include the cleaning of Parks and Open Spaces. Items (k) and (l) apply to WSC only. (a) Removal of all Litter and Detritus. (b) Installation, emptying, maintenance and cleaning of Litter bins; (c) Routine inspection and removal of graffiti, bill boards (including estate agents signs and fly posters and stickers in public places and other sites as directed; (d) Ancillary services set out in Section B of the Schedule of Prices if and when required; (e) Cleansing services for special events and emergency work following an accident or civil emergency for example; (f) Removal of dead animals (g) Removal of Fly Tips (h) Removal of animal fouling and all other deposits (i) The redeployment of the Contractors staff and equipment to support the Customer in delivering both related and unrelated services during periods when the Contractors staff are unable to undertake normal duties, for example, during periods of adverse weather conditions. (j) Servicing, maintaining, cleansing and secure overnight locking/unlocking of public conveniences. (k) Coin collection and associated banking duties from a limited number of public conveniences, currently 4 in number. (l) Installation, emptying, maintenance and cleaning of Dog Waste Bins; Additional information: This procurement is being administered through the supplyingthesouthwest.org.uk procurement portal. All registrations of interest, issue of documentation, communications and the submission of tenders will be managed via the portal. New users to the system must register first to obtain a user name and password. Interested parties must then register their interest against in this particular procurement opportunity. The ITT documentation will then be accessible. A deadline has been set of the 31/5/16 for obtaining the ITT documentation. The documentation can still be requested after this date but the opportunity to attend one of the planned bidder days may have passed. Any clarification issued at any of the bidder days will be circulated to all Tenderers. This Tender requires the Tenderer to submit pricing for the delivery of the Services against three potential Scenarios; 1. The delivery of Services to WSC only 2. The delivery of Services to TDBC only 3. The delivery of Services to WSC and TDBC The intent is to award based on the collective requirement (Scenario 3) however Tenderers must be prepared to provide Services to the individual Councils should only one Council choose to proceed and award a Contract. These Scenarios do not represent separate Lots, Tendered Prices must be submitted for all three Scenarios.
