Blackpool Council are looking to appoint a suitable company in order to undertake full statutory financial audit services including the production of full statutory accounts and filing with Companies House for the following entities:
• Blackpool Housing Company Limited (BHCL) group of Companies: Blackpool Housing Company Limited (BHCL) and Lumen Housing Limited (Registered Provider (RP) of Social Housing)
• Blackpool Operating Company Limited (BOCL)
• Blackpool Entertainment Company Limited (BECL)
• Blackpool Transport Services Limited (BTSL)
• Blackpool Airport group of Companies: Blackpool Airport Limited (BAL), Blackpool Airport Properties Limited (BAPL) and Blackpool Airport Operations Limited (BAOL)
• Blackpool Coastal Housing Limited (BCHL)
• Blackpool Waste Services Limited (BWSL)

Tender submissions should be based on seven audit cycles in total, clearly setting out the price for each cycle. Provision of the service will commence 1 January 2024 with the audit of the 2023/24 accounts (1 April 2023 – 31 March 2024 financial year). This timing is intended to allow for audit planning and interim audit work to be undertaken before the end of the relevant financial year.
Appointment will be made by Blackpool Council and the appointment process will also be managed and delivered by Blackpool Council.
It is an essential requirement that the successful bidder complete the audit requirements, produce statutory accounts, audit report including audit opinion and file accounts with Companies House for each of the companies, in accordance with the following approximate timetable for audit cycle 1 (2023/24 statutory accounts):
• Completion of audit and preparation of draft statutory accounts:
Complete Mid May 2024
• Completion of final statutory accounts including Board of Directors approval:
Mid July 2024
• File Statutory accounts at Companies House:
October 2024
Further audit cycles will follow a similar timetable in subsequent years.
The successful bidder must demonstrate how they will ensure independence in regards to the relationship and working arrangements with both Blackpool Council and each of the respective companies.Value not published
