About this contract

Provision for a Research project on Mexican State level procurement opportunities Trade- Non ODA Funds 2023-2024, for the British Embassy in Mexico City. The Service Supplier (the Supplier) will generate a comprehensive piece of research and analysis, with the purpose of outlining Mexico's procurement market at federal and sub-federal level identifying the states with the greatest potential value and negotiability in the context of Government Procurement to increase bilateral trade. With departure from the European Union, the UK is negotiating Free Trade Agreements (FTAs) with many countries around the world including Mexico. So far, the UK has held three rounds of negotiations with Mexico for a new FTA with the fourth round scheduled for October 2023. The benefits of the new UK-Mexico FTA are expected to include increased trade in: financial services, agriculture, infrastructure, energy, advanced engineering, aerospace, among others. The new FTA will also contain chapters on key cross cutting issues such as gender equality and environment. The eleven existing members of The Comprehensive and Progressive Agreement for Transpacific Partnership (CPTPP) agreed to the accession of the United Kingdom. Ratification by the members, including Mexico, is ongoing. Mexico's constitutional structure means that each state has the right to regulate and manage its own procurement procedures. The result is 32 different sets of procedures though recent World Bank support to Mexico has tried to rationalise and standardise some of those procedures. World Bank capacity building for state officials has also contributed to improving state procurement efficiencies. Within this new context, the Authority sees scope for a comprehensive analysis of state procurement structures, regulations and practices leading to increased participation of UK companies in Mexican markets.
