About this contract
Public Health England (PHE) is seeking to commission an external partner with an existing system and / or capability to deliver an opioid and new psychoactive substances (NPS) clinical harms surveillance programme. The programme will: - rapidly detect any incident involving synthetic opioids in the heroin or cocaine markets; - monitor the emergence of a synthetic opioid market as seen in North America; - identify health harms associated with toxicity from emerging/new NPS, such as synthetic cannabinoids. Additional information: Proposals should be emailed to jade.palmer@phe.gov.uk and include the following documentation / information: 1. supporting statement setting out and establishing suitability to undertake the project, including evidence of national/international work within the field of laboratory analysis of illicit drugs/clinical toxicology and programme management; 2. project outline with details of methodology including proposed strategy for laboratory analysis (offering the most cost-effective options most likely to ensure signals are picked up), timescales, and risks; 3. budget (including detailed breakdown of spend); 4. project team CVs.
