Tower Hamlets Council seeks to appoint a provider or consortia of providers to deliver Employment & Skills services at London Fruit & Wool Exchange.
The winning provider or providers will work in partnership with WorkPath, the Council’s integrated employment service, and will be expected to deliver minimum outputs which the awarded providers will be expected to improve upon during the contract period.
The premises are offered rent-free for the contract period with the running costs being the responsibility of the successful bidder.
Bidders will need to demonstrate a track record of successful interventions and provide detailed examples of successful outcomes in terms of supporting resident’s progression. Furthermore, you are required to demonstrate strong referral processes and engagement with training providers, the Council, other mainstream employment support services and employers.
Organisations will need to outline and describe the target groups they will be working with as well as the engagement models to be used. We are looking for targeted and tailored programmes to support our residents to ensure different target groups are reached.
Previous experience and knowledge of delivering employment and skills related outputs in an inner-city area will be required, as well as the knowledge to change and adapt programme delivery to address population and commercial growth over time.
Service providers should be able to evidence the rationale for their targeting of particular groups; the added value they bring to existing services where appropriate; and need to provide details of the monitoring systems in place to demonstrate the impact of the interventions.
Organisations wishing to occupy the space will be required to provide a detailed outline of the activities to be delivered. Moreover, an explanation of the rationale for prioritising those particular activities, plus a summary of the expected progression routes for participants will be required.
In order to be shortlisted, bidders will need to demonstrate financial sustainability for the duration of the lease.
Access to view the premises can be arranged from Monday 21st August to Thursday 24th August by appointment only. Additional dates and times available are as follows:
• Tuesday 5th September 2pm – 4pm
• Wednesday 6th September 2pm-4pm
• Thursday 7th September 3pm-4pm
• Monday 11th September 8:30am – 4pm
• Tuesday 12th September 11am – 2pm
