About this contract
As a Unitary Authority the council is both a Waste Collection and Waste Disposal Authority. It has a statutory duty to both collect and arrange for the treatment and disposal of Local Authority Collected Waste in its area. This includes a statutory requirement to collect and arrange for the recycling of a range of dry recyclable material. Tower Hamlets provides residents and businesses in the borough with a collection service for fully co-mingled dry recycling (as opposed to segregated dry recyclable material) and as such requires the services of a Materials Recovery/Sorting Facility (MRF) to sort the co-mingled material into its constituent fractions and then sell on the separated materials for recycling. The council does not own a MRF and so buys operating capacity at a MRF that already exists but is operated by the private sector.
