About this contract
Create Central is developing its Skills Accelerator programme, funded through the BFI Skills Cluster Fund, to increase the number of opportunities for people from across the West Midlands, specifically from underrepresented groups, to find employment or develop existing careers as below-the-line production crew working in the region. The key to increasing opportunities for those from underrepresented backgrounds is to authentically reach a diverse range of networks and communities outside of the mainstream media to ensure that as wide a range of people as possible are aware of Create Central's Skills Accelerator training programmes and wider opportunities. To this end, Create Central wishes to commission a marketing freelancer or agency to work alongside an events company and training providers to deliver marketing campaigns that will focus on attracting applicants to the Skills Accelerator training programmes and Skills Accelerator supporting events. The marketing must ensure that our Skills Accelerator opportunities reach the intended audience and that all Create Central Skills Accelerator opportunities have a consistent look and feel that identifies them as part of the West Midlands Skills Cluster. With this in mind, we must reach all areas of the West Midlands, so we cannot exclusively target Birmingham. The appointed supplier will be required to work closely with Create Central (including the in-house social media accounts manager) and our specialist Outreach and Engagement Partner, who will provide a clear strategic approach and open networks for all suppliers to support the delivery of marketing and events for the programme. We anticipate that this will involve both online and non-digital marketing. For example, it might involve identifying and engaging influencers to access their networks and ensure we are not just reaching 'the usual suspects'. The contract start date is anticipated to be 2 October 2023. The initial contract end date will be 31 March 2024, with 2 x 1-year optional extension periods included, so a final end date of 31 March 2026. Options periods will be invoked at the Authority's sole discretion. The budget for this work is £20,000 per contract year (£60,000 total).
