About this contract
Essex County Council (ECC) is seeking to appoint a suitably experienced Contractor to undertake the design and construction of the M11 Junction 7a highways scheme. The proposed M11 J7A works will comprise of a grade separated junction (GSJ) connected by a new overbridge, new entry/exit slip roads to the M11. A new link road joining the M11 to the B183 in Harlow will also be included. The B183 will be widened locally allowing access to the A414. The appointment will be based on the NEC3 Engineering Construction Contract Option A - Priced Contract with Acitivity Schedule. The anticipated contract value is £45,000,000 - £50,000,000. The procurement will be run using the restricted procedure, as detailed in the Public Contracts Regulations 2015. The restricted tendering procedure will be based upon 2 stages: 1. Selection Questionnaire (SQ) - the selection questionnaire will be based on PAS 91:2013+A1:2-17, with the inclusion of ECC specific questions. Responses to the SQ will be evaluated taking into account the selection criteria set out in the SQ. 5 suppliers will be shortlisted to the Invitation to Tender stage. 2. Invitation to Tender (ITT) - the 5 shortlisted suppliers will be invited to submit a tender based on ITT documentation. Responses to the ITT will be evaluated to determine the most economically advantageous tender, based on the award criteria set out in the ITT.
