About this contract

London Boroughs' Legal Alliance ("LBLA") is made up of: the City of London Corporation; the London Boroughs of Barnet, Brent, Bromley, Camden, Ealing, Greenwich, Hackney, Hammersmith & Fulham, Haringey, Harrow, Havering, Hillingdon, Hounslow, Islington, Kensington & Chelsea, Newham, Redbridge, Waltham Forest and Westminster; and the London Fire Brigade. LBLA wishes to re-procure a framework of expert and experienced legal advisers for specialist advocacy and related legal services. The City of London Corporation will act as the contracting authority on behalf of itself and the other LBLA members and will execute a Framework Agreement with each economic operator appointed. The Framework Agreement replaces an existing framework arrangement and will also be available to other local authorities in London and South East England. The Framework Agreement will run for a period of 3 years commencing on 01 January 2020, with an option to extend for a further year. The participating authorities in this procurement are: the City of London Corporation, the London Boroughs of Barnet, Brent, Bromley, Camden, Ealing, Greenwich, Hackney, Hammersmith & Fulham, Haringey, Harrow, Havering, Hillingdon, Hounslow, Islington, Kensington & Chelsea, Newham, Redbridge, Waltham Forest and Westminster; and London Fire Brigade. Other local authorities in London and the South East of England (Berkshire, Buckinghamshire, East Sussex, Hampshire, the Isle of Wight, Kent, Oxfordshire, Surrey and West Sussex) will also be eligible to access the Framework. It is intended that Framework places will be awarded by reference to eight different Lots: Lot 1 - Adult Social Services Lot 2 - Children's Services Lot 3 - Governance & Public Law Lot 4 - Criminal Litigation & Prosecutions Lot 5 - Housing Lot 6 - Planning Lot 7 - Property Lot 8 - Civil Litigation The estimated total value of the Framework Agreement is stated in this notice and is for the entire duration, including the optional 12-month extension, together with the Call-Off Contracts. Please note that the contract requirements will be subject to available financial resources, chamber(s) performance and flexibility to meet changing demands. There will be no form of exclusivity or volume that is guaranteed under the resultant Framework Agreement and the contracting authority and other participating authorities will be entitled to enter into other contracts and arrangements with other suppliers for the provision of any, or all, of the requirements which are the same as, or similar to those specified under the established Framework Agreement. The contracting authority reserves the right at any time to vary the timescales in this notice, cease the procurement process and not award Framework Agreement or to award only part of the opportunity described in this notice. If the contracting authority takes up any of these rights then it will not be responsible for, or pay the expenses or losses, which may be incurred by any candidate or tenderer as a result. Economic operators are solely responsible for their costs and expenses incurred in connection with the preparation of their Tender submissions and all stages throughout the procurement. Under no circumstances will the contracting authority be liable for costs or expense borne by the economic operators. The services advertised in this notice and the OJEU Contract Notice (reference: 2019/S 136-335408) fall under the services listed in Annex XIV to Directive 2014/24/EU of the European Parliament and of the Council and the contracting authority is not obliged to follow The Public Contracts Regulations 2015 in full. The procurement that will apply to the services is specified in the procurement documents accordingly.
