About this contract

Harlow Council is seeking to appoint a suitably qualified and experienced consultancy to work with and support the Council and its partners in the development of a Business Improvement District proposal, covering all or part of Harlow Town Centre that can be presented for ballot to the corresponding business community. The commission has been split into two phases. Phase Two is dependent on the outcome of Phase One and shall be undertaken at the sole discretion of the Council. The phases of work are: 1. Viability and feasibility; and 2. BID Proposals and Ballot.
