About this contract

Design, Build, Finance and Operate (DBFO) a proposed MSCP (between c.1400 and c.1460 spaces) on the Northern Masterplan, Watford Riverwell. The anticipated scope of works is as set out in the tender and contract documents. Additional information: The Watford Riverwell mixed use regeneration development brings together Watford Borough Council as landowners and Kier Property as development partner, working together as Watford Health Campus Partnership LLP (the LABV) along with West Hertfordshire Hospitals NHS Trust (the organisation that runs and manages Watford Hospital). Watford Health Campus Partnership LLP is the company established to deliver the Watford Riverwell mixed use regeneration development and is owned 50:50 between Watford Borough Council and Kier. The land on which the Multi-Storey Car Park (MSCP) is to be built is owned and will be retained by Watford Borough Council. Kier Property has a Development and Project Management services agreement with the LABV and is responsible for the day to day management/delivery of each development zone that makes up Watford Riverwell. Watford Health Campus Partnership LLP wishes to appoint a private partner to Design, Build, Finance and Operate (DBFO) a proposed MSCP (between c.1400 and c.1460 spaces) on the Northern Masterplan, Watford Riverwell. As part of the DBFO appointment the private partner will also be responsible for the management of all at grade car parking at the West Hertfordshire Hospitals NHS Trust sites at Watford General Hospital, St Albans City Hospital and Hemel Hempstead Hospital. Parent company guarantees, performance bonds, warranties and/or deposits may be required - details will be provided in the tender documents. A bidder, which is a consortium, will be expected to form a company and act as a general development vehicle. If more than one contractor or service provider enters into a contract with the contracting authority, joint and several liability will be required. Collateral warranties in favour of the contracting authority will be required from contractors and service providers. Watford Health Campus Partnership (the LABV) is not a Contracting Authority for the purposes of the Public Contracts Regulations 2015 or the Concession Contracts Regulations 2016 and, accordingly, this procurement process is not regulated under EU public procurement law. However, in order to demonstrate value for money to the Trust and to Watford Borough Council, the LABV has devised and voluntarily elected to follow a robust competitive tender process in line with its own internal procurement policy. This process is commenced through issuing the Contract Notice, Selection Questionnaire (SQ) and Memorandum of Information (MOI). The LABV reserves the right to cancel this procurement process and not to award the contract at any stage and does not accept any liability for any costs incurred in tendering or responding to this notice. The LABV also reserves the right to vary the indicative timetable in this notice.
