About this contract
A study into digital inclusion and outcome-based commissioning. Government has been actively exploring ways to tackle digital exclusion for some time, including through direct funding of digital inclusion initiatives, through partnerships and through provision of assisted digital services. Rates of digital inclusion are improving, but for older people and people with disabilities digital inclusion rates are still lagging behind. This study will consider the viability of using outcome-based commissioning to tackle digital exclusion specifically for these two cohorts, in addition to looking at the viability of using outcome-based commissioning to tackle digital inclusion more generally. Additional information: The contracting authority considers that this contract may be suitable for economic operators that are small or medium enterprises (SMEs). However, any selection of tenderers will be based solely on the criteria set out for the procurement. Tenders must be submitted via the Delta e-sourcing portal to be received no later than 17:00hrs (BST), 13th August 2018. The Department reserves the right to extend the contract for a further three months (until end of March 2019).
