About this contract
The primary purpose of the HEDNA is to: •“Identify the future quantity of housing needed, including a breakdown by type, tenure and size; •Identify the future quantity of land and floorspace required for economic development uses including both the quantitative and qualitative needs for new development; and •Provide a breakdown of that analysis in terms of quality and location, and to provide an indication of gaps in current land supply”. Source: Planning Practice Guidance: March 2014 The HEDNA is being commissioned by North West Leicestershire District Council on behalf of the following commissioning group: •Blaby District Council, Charnwood Borough Council, Harborough District Council, Hinckley & Bosworth Borough Council, The City of Leicester, Leicester County Council,The Leicester & Leicestershire Local Economic Partnership, Melton Borough Council, North West Leicestershire District Council, Oadby & Wigston Borough Council, All partners will be involved in overseeing the preparation of the joint HEDNA and a Working Group, including representatives from all partner organisations, has been established. A smaller Steering Group will manage contractual matters and day-to-day liaison with the successful tenderer. For the purposes of this tender, the commissioning bodies will be referred to as the ‘partners’. The ‘study area’ will comprise the relevant Housing Market Area (HMA) and Functional Economic Market Area (FEMA), both of which must be defined by the successful tenderer at the outset of the study. Previously, the HMA has been defined as the City of Leicester, and the Districts and Boroughs of Leicestershire; the study needs to consider whether this definition of the HMA and FEMA is still appropriate.
