About this contract

A two year Framework Agreement with Denchi Power Limited for the supply of Batteries and Associated Spares. The batteries are to fit specialist applications. Please note this is not a request for companies to express interest in supplying these items. Denchi Power Limited, Denchi House, Thurso Enterprise Park, Thurso, Caithness, KW14 7XW Additional information: In April 15 the MOD signed a contract with Leidos Europe Ltd to provide the procurement and inventory management of commodity items (as well as the storage and distribution services) historically provided in-house by the Logistic Commodities and Services Operating Centre. Leidos, working with the MOD, will transform the way these services are delivered to ensure requirements continue to be met whilst providing best value for money for the department. Service Commencement Date is currently scheduled for 1 August 15 at which point a three year transition period will commence. As a result of the above the MOD reserves the right to appoint Leidos Supply Ltd a wholly owned subsidiary of Leidos Europe Ltd as its managing agent to manage any subsequent contract which is placed by the MOD as a result of the articles which are covered by this notice. Alternatively the MOD also reserves the right to authorise Leidos Europe Ltd to take over the procurement process in its entirety with effect from the Services Commencement Date referred to above and any resulting commodity supply contract will, in these circumstances, be placed by Leidos Supply Ltd as the counterparty and not the MOD. The Logistics Commodities and Services Team, part of the UK Ministry of Defence, intends to award a single source contract for the procurement of Batteries and Associated Spares to Denchi Power Limited Denchi Limited with an estimated value of £52,000 for a duration of two years. It is considered that this contract can be placed using the negotiated procedure without prior publication of a contract notice pursuant to Article 32(3)(b) of Directive 2014/24/EC (Regulation 32(5)(b) of the Public Contracts Regulations 2015). This is because these batteries and spares are associated with critical main equipments and there are potential liability issues if the batteries and spares are not supplied direct from the manufacturer. There are Design Authority (DA) constraints for the main equipment in which the batteries or spares are used, or the platform into which they are fitted. The DA will only underwrite the performance of the main equipment with use of the stipulated battery or spare stated in the build standard. The risks of using an alternative product would result in disproportionate technical difficulties such as incompatibility, performance and safety issues with the main equipment into which the batteries and spares are fitted, with a need to repeat certification tests and implement procedural changes to accommodate an alternative.
