About this contract
East Devon District Council is seeking a consultancy team to undertake a detailed feasibility study to create a framework for achieving large scale delivery of zero carbon development at Cranbrook/Skypark that will ultimately comprise around 8,000 homes and 1.4 m sq. ft. of commercial space. The study will need to address a number of key areas including; heat demand, energy source(s), choice of technology(ies), heat network pressure/temperature regimes, the associated cost/project economics/techno-economic cash flow modelling, funding requirements and risks. The framework will need to underpin local planning policies and support and encourage investment. It will need to be both directive, in terms of setting out next steps, and agile including in responding to different technologies over the build out period and beyond. It will consider three time periods (5, 10 and 20 years) and the relationship between the incumbent energy provider, a potential future provider and any potential role(s) that the public sector may need to play. The work will need to support a market engagement exercise and help to establish the business case and complete the full application requirements for any Heat Network Investment Project funding or other support as part of establishing commercial options.
