About this contract

The Council of the London Borough of Redbridge ("the Authority") is seeking Expressions of Interest from suitably experienced and qualified organisations for the Contract for Affordable Housing Construction at Marlyon Road for the London Borough of Redbridge ("the Contract"). The Contract is anticipated to commence during January 2019 and, subject to satisfactory performance, shall continue up to December 2021. The required works are for the demolition of existing dwellings and disused garage blocks and the design and construction of 36 no. houses over 7 blocks at 2 storey height and 45 no. flats over 3 blocks at 3 storey height including site clearance and external works for Marlyon Road, Ilford, London Borough of Redbridge. Organisations shall be experienced in providing similar services and shall also be required, to complete a Selection Questionnaire containing information about their economic and financial standing, technical capability and other general information. This information will be assessed to establish that the organisation is financially viable and technically capable of undertaking a service of the nature covered by the Contract. In addition, organisations will have to satisfy the mandatory and discretionary grounds for exclusion contained in the Selection Questionnaire. The Authority carries out financial appraisals of all organisations that Tender for the Authority's contracts to ensure that such organisations satisfy the Authority's minimum standards of economic and financial standing. In this instance the Authority has set the following financial threshold as follows:- Minimum of £9,600,000 annual turnover in last 2 years The Authority has also set a ratio of no lower than 8 out of 20 as described more fully in Appendix 2 to the Selection Questionnaire. The Authority retains discretion to exclude any organisation that fails to meet this standard. Organisations shall note that questions 6.4 and 6.5 in Section 6 (Technical and Professional Ability) of the Selection Questionnaire will be evaluated and scored by the Authority with organisations required to achieve a minimum of fifty percent (50%) of the available score for each question. Any organisation schieving a score of less than fifty percent (50%) will fail the assessment, their Selection Questionnaire will not be considered any further and they will not be invited to tender for the Contract. The results from this evaluation will be used to create a shortlist of in the region of six (6) organisations to be invited to tender. The Authority will only consider Tenders submitted by those organisations to whom the Authority has issued a specific Invitation to Tender.
