The Council wishes to establish a multi-provider Contract for the provision of a Contingency Contract for Residual Waste Treatment and / or Disposal. The Council is managing this procurement in accordance with the Public Contracts Regulations.
This is a services Contract being procured under the Open procedure with two LOTs.
The Council has a contract with its West of England partner authorities for the majority of its residual waste. However, contingency treatment facilities are required for disposal of residual waste above our permitted existing contractual limits.
The Council is procuring the Contract(s) as a central purchasing body for itself. It may be award more than one contract within in each LOT where it makes economic sense to do so under this tender exercise. LOT 1 is for kerbside residual waste and LOT 2 is for bulky residual waste.
There will be no guarantee of tonnages as part of the awarded contingency contract(s). Indicative forecasting will however be available to assist with planning throughout the term.
This contract is split into lots. You can usually bid for just the ones that suit your firm.
LOT 1 is seeking bids for Treatment and / or Disposal of Kerbside Residual Waste. This is black bag waste collected as part of the Council's collection services from homes and businesses in the district, and black bag waste collected from traders at it's transfer station. Bids are sought to act as contingency outlets for Kerbside Residual Waste.
The Council is procuring the Contract(s) as a central purchasing body for itself. It may be award more than one contract within in each LOT where it makes economic sense to do so under this tender exercise. Bids from treatment technologies will score more favourably than landfill, in line with the waste hierarchy.

LOT 2 is seeking bids for Treatment and / or Disposal of Bulky Residual Waste. This is for any residual waste unable to fit in a black bag waste collected mostly at the Council's household recycling centres, via fly-tipped and cleansing services and its waste transfer station operations. Bids are sought to act as contingency outlets for Kerbside Residual Waste.
