Carmarthenshire County Council requires a Contractor, appointed on a Framework basis, to collect, treat, dewater and process street sweeping and gully waste generated by its mechanical sweeping and gully emptying operations.
Street sweeping and gully emptying material has the European Waste Catalogue (EWC) classification of 20-03-03 ‘Street Cleaning residue’.
Gully and sweeper waste may include but is not limited to: silt, grit, sand, water, broken glass, litter, leaves and other vegetation. It is also likely to contain a range of contaminants such as oil, diesel, small dead animals and salt. It may also include heavy metals, other contaminants and have high leachable organic content.
The Contractor will be required to collect gully and sweeper waste from three Council depots in Carmarthenshire (Carmarthen, Llanelli and Ammanford) and transport the waste to its licensed treatment site(s).
The Contractor will be required to treat the gully and sweeper waste such that the resulting products and residues of the process can be reclassified to Chapter 19 waste codes (List of Wastes Regulations 2005).
The Council is seeking a Contractor that can reuse / recycle / recover, quantities of street sweepings / gully waste, to a minimum of 70%, throughout the duration of the Contract and in accordance with National Indicator WMT/009b/010.Value not published
