About this contract
The Government Actuary's Department (GAD) intends to procure a Cloud based integrated HR and Managed Payroll solution. At present Payroll is managed in house. GAD is not considering sole Payroll or Pensions administration providers as part of this invitation to tender, however is considering to procure a Payroll solution integrated with an HR System, where Payroll is provided as a managed service. This proposition is to procure a Cloud based HR Management System (HRMS) to replace the core functions of the existing HR system, including self-service, absence booking/monitoring and user-friendly reporting, with an option to add on modules now or as part of a phased approach. Any replacement HR system must include a Managed Payroll Solution to record and track salaries, bonuses, pensions and individual's payment history and be able to interface easily with GAD heritage finance and other operational systems. It should also include a facility for processing and authorising expenses claims (and possibly automatic payments through payroll).
