About this contract
The Borough is seeking to tender a domestic violence refuge support service and is seeking innovative models of service delivery which take into account the specifics of the service being sought and that provides effective and efficient support provision to women and children affected by Domestic Violence across two separate locations. The key requirements of the specification include: • Providing culturally specific and generic support services to survivors of domestic abuse; • Supporting women to rebuild their life following a period of abuse; • Providing emergency and short term accommodation to women and their children • Supporting women with a broad spectrum of issues ranging from domestic abuse, forced marriage, honour based violence, FGM • Supporting women and their children to settle into the borough, accessing GP or children’s services or other specialist services such as solicitors or criminal justice system • Preparing women and their children to move on to an accommodation type of their choice • Delivering support services to women that enable them to develop the confidence and life skills to live free from abuse or trauma • Working in partnership with local women, children’s and domestic violence services as well as health and social care professionals • Complimenting the delivery of local and national strategies such as the Violence against Women and Girls Strategy • Ability to commence the new contract from 1 April 2017 This contract will be based on bidder’s agreement to enter into a Housing Management Agreement with the Landlords of both refuge provisions. Failure to agree to the Housing Management Agreement will result in the contract not being awarded. The Council is committed to improving the quality of life for both residents and businesses within Tower Hamlets. In line with The Public Services (Social Value) Act 2012 the authority will consider how this procurement might improve the economic, social and environmental well-being of the relevant area. In order to achieve this, it is our objective to work with existing and future contractors to secure an appropriate level of community benefits through the procurement process.
