About this contract
Achieving for Children is seeking to appoint a provider or providers for the delivery of Aiming High Short Breaks Services across Operational Area 1 - London Borough of Kingston and Richmond. The Short Breaks care offer for families in Richmond and Kingston has two elements: specialist or assessed support for children and young people with complex needs; and universal or unassessed services. This procurement is for the universal or unassessed Short Breaks offer. That is to say that this procurement is for commissioned universal services that do not include overnight respite or specialist care. To be eligible for the universal programme,children and young people must have a diagnosed disability, be aged between 4-17, and live in either Richmond or Kingston borough. Children who are eligible for specialist (assessed) This procurement opportunity requires providers to have building based provision in either/or both Kingston and Richmond Boroughs. Please see the tender documentation for further details of all requirements. This procurement is divided into Lots and Sub-Lots. Lot 1 Weekend 1a Kingston only: Moderate Needs 1b Richmond only: Moderate Needs 1c Kingston only: High Needs 1d Richmond only: High Needs Lot 2: After School 2a Kingston only: Moderate Needs 2b Richmond only: Moderate Needs 2c Kingston only: High Needs 2d Richmond only: High Needs Lot 3: Holiday & Half Term 3a Kingston only: Moderate Needs 3b Richmond only: Moderate Needs 3c Kingston only: High Needs 3d Richmond only: High Needs Lot 4: Buddy Project - Moderate Needs Only 4a - Kingston only: Moderate Needs 4b - Richmond only: Moderate Needs The contract term will be for an initial period of Three (3) years with an option to extend for further two (2) periods of twelve (12 months)to be taken at the discretion of AfC. The Authority is using an Open Procedure for this procurement of services categorised as ‘social and other specific services’ under Schedule 3 of the Public Contracts Regulations 2015 (‘PCR 2015’). This procurement exercise will therefore be subject to the Light Touch Regime (‘LTR’) under Regulations 74 to 77 as set out in the Public Contracts Regulations 2015.
