The contracting authority invites tenders for the delivery of environmental investigation and pollution response works and services. The framework duration will be four years with an option to extend for up to a further four years in one-year increments. The Client’s intention is to appoint suppliers to the following Lots under this framework.
Lot 1: Environmental Investigations (Estimated value - £7m)
Lot 2a: Pollution Response Minor events (Estimated value - £2m)
Lot 2b: Pollution Response Medium events (Estimated value - £2m)
Lot 2c: Pollution Response Major events (Estimated value - £3m)

• Investigation Technician (IT) and EPIR Services: In-hours and out-of-hours environmental pollution response, including escalation for severe incidents and compliance with Lone Working Directives.
Tasks include initial investigations, data collection, incident classification, and submission of reports within 24 hours.
• Environmental Pollution Incident Response (EPIR): Detailed investigation and mitigation of pollution events, including impact analysis, source identification, containment measures, and stakeholder communication.
• Reporting and Follow-Up: Comprehensive documentation of findings, regulatory submissions, corrective actions, and preventative measures to ensure compliance and avoid recurrence.
• Sewage, Oil, and Chemical Response Services: Emergency response to control, contain, and remediate pollution incidents involving sewage, oil, or chemicals, including recovery, clean-up, and proper waste disposal.
• Specialized Equipment and Services: Provision of vacuum tankers, booms, aeration equipment, and marine response personnel for waterway and land-based incidents.
