About this contract
Cheshire East Borough Council & Cheshire West & Chester Council (Authorities) intend to enter into a joint procurement process to procure a Framework Agreement with a single supplier to design, build, implement anintegrated ERP and thereafter to provide on-going support and maintenance.The core business services impacted are Finance, Procurement Human Resources and Payroll. The scope of the service may include the provision and implementation of new modules offering improved functionality and/or solution refreshes as necessary during the contract term. The Authorities will take the lead in procuring, managing and delivering the business change aspects of any future programme. Warrington BC, Wirral BC, Trafford BC & Stockport MBC (Related Councils) shall be entitled to call off services under the Framework Agreement.There is no guarantee that any call-off contracts will be awarded by the Authorities, (Related Councils) under the Framework Agreement. Additional information: The purpose of this competition is to establish a 4 year Framework Agreement with a single supplier which will be entered into by Cheshire East Borough Council. The call-off contracts under the Framework Agreement will be for an initial term of 7 years and an option to extend up to 5 years. The Authorities intend to sign call-off contracts on the same day that the framework agreement is signed. The value of the Framework Agreementis estimated to be approx £16-20 million for the Authorities and an additional £25-29 million for the Other Named Councils calling-off the services under the Framework Agreement. The Framework Agreement, could potentially reach an estimated value of up to £41-49million GBP but will be dependent on the Authorities and Related Councils' decision whether to use the Framework Agreement. Owing to the size/nature of the services and helpensure the best service continuity, the Authorities have decided not to subdivide the contract services into Lots. Services may be provided under the individual call-off contracts of the Authorities/Related Councils to schools and alternative service delivery vehicles (ASDVs) established by the Authorities/Related Councils. Please email procurement@cheshireeast.gov.uk to confirm attendance. It is anticipated that the duration of the Call-Off Contract shall be for an initial period of seven years but with the ability to extend by one or more periods up to a further five years. The maximum contract period available is 12years. The intention is for Cheshire East Borough Council to enter into the framework with the supplier. The Authorities also wish to explore benefits of awarding a single joint and/or separate call-offs. Also to explore joint and separate contract management arrangements.
